Management and supply in agriculture and natural resources : is decentralisation the answer?

Abstract: The growing demand for food means that new, more effective ways of allocating resources and farm inputs must be found. Decentralization can contribute as part of a broader package aimed at increasing demand-pull from and accountability to rural people.
