Solutions when the solution is the problem : arraying the disarray in development

Abstract: In the 1990s, after failure of the centralized, top-down approach to development, scholars and practitioners began to tout more radical “participatory” proposals for improving service delivery. The arguments for and against the original solution and eight current proposals are reviewed.
