Decentralisation in Africa : goals, dimensions, myths and challenges

Abstract: This article outlines some typical prominent goals of decentralization and reviews its fiscal, institutional and political dimensions. A number of common outstanding challenges for improving decentralization and local government reform efforts in Africa are considered.
