Decentralisation and biodiversity management : opportunities to improve UNDP-GEF projects

Abstract: The paper reviews why decentralization and biodiversity management should be mutually reinforcing and why this has not materialized. Changes in UNDP’s Global Environment Facility (GEF) funded biodiversity projects are suggested to take advantage of the opportunities.
