Ambiguous institutions : traditional governance and local democracy in rural India

Abstract: This paper describes how Customary Village Councils, an informal, ‘traditional’ institution, are taking on a role in decentralisation and participatory local governance. It analyses the varying degrees of activities and different roles that the Councils take in villages in Karnataka.
