Decentralisation and service delivery : lessons from sub-Saharan Africa

Abstract: This article concludes that, although decentralization has not yet had a significant positive impact on the quality of public services in sub-Saharan Africa, this is due primarily to the wider policy environment rather than to decentralization per se.
