Participatory governance for efficiency and equity : an overview of issues and evidence : a background paper

Abstract: The efficiency and equity effects of participatory decentralization are examined. Three gaps that need to be bridged for effective participation are identified: the capacity gap, the incentive gap, and the power gap. This requires both social action and institution building.
