Abstract: Stafford Beer’s Viable System Model (VSM) is used to assess whether Alfred Nzo District Municipality, South Africa, is a viable organization. According to VSM, five criteria are necessary for a system to be considered viable: effectiveness, efficiency, controllability, flexibility and robustness.
