Can the sector-wide approach strengthen local development institutions? : the case of the water sector in rural Benin

Abstract: This bulletin explores the conditions in which the sector-wide approach can strengthen local development institutions. In Benin, the Direction Générale de l’Eau has systematically incorporated into its strategy the institutional reforms geared to deconcentration and then decentralization.
