Decentralization and the dance of creating districts : theory and practice in Uganda : a research paper

Abstract: In Uganda, the number of districts has increased from 17 in 1968 to 83 in 2008. It is shown that politics more than the economic or socio-cultural reasons influenced the expansion of the number of districts. The cost of running local governments outweigh the intended benefits.
