How important is the capacity of local governments for improvements in welfare? : evidence from decentralised Uganda

Abstract: It is hypothesized that the capacity of local governments to implement decentralization is decisive for its success in terms of welfare improvements and poverty alleviation. School enrolment and household consumption were found to be higher for Ugandan districts with higher capacity.
