Local government discretion and accountability : a diagnostic framework for local governance

Abstract: This paper presents an analytical framework for studying the accountability implications of fiscal, administrative, and political decentralization reform. One of the conclusions is that monitoring and controlling the exercise of discretion is a major challenge to decentralization reform.
