Challenges for decentralisation and local government reforms

Abstract: Decentralization is at present not perfectly performing in the way it was designed: (1) they do not dispose of full autonomy in local decision-making; (2) the level of human and financial resources is limited; and (3) the intended increase in popular participation has only been partially achieved.
