Participatory Local Democracy

Abstract: The architecture of fiscal decentralization in 110 countries is analysed. Local authorities are taking on more and more responsibilities. Existing funding does not allow them to respond to poverty and the need for investment. Recommendations to strengthen local government finance are proposed.
