On the merits of decentralization in young democracies

Abstract: Three features of decentralization proposed by institutional development theory are analysed for Mozambique’s Autarquias, politically autonomous municipalities since 1997: (1) consolidation of the fiscal state; (2) democracy; and (3) the development of service quality in the local administration.
