Schooling and decentralization : patterns and policy implications in francophone west Africa

Abstract: The impact of decentralization on the functioning of schools and district education offices was studied in Benin, Guinea, Mali and Senegal. Problems are identified and innovative initiatives are highlighted. The state should change in its role towards more support and equity.
