Chewing more than one can swallow : the creation of new districts in Uganda

Abstract: The article examines the resources needed to sustain the large number districts in Uganda and draws conclusions with regard to the impact on the decentralization programme. It is concluded that the creation of many new districts has been arbitrary and non-viable.
