Coping with inadequacy : understanding the effects of central teacher recruitment in six ward secondary schools in Tanzania

Abstract: In Tanzania, decentralization is used to develop secondary education at ward level. This has led to a problem of teacher inadequacy. This PhD thesis discusses how 6 ward secondary schools cope with this inadequacy. Unfortunately, central recruitment has led to an inadequate distribution of teachers.
