Decentralization against parties? : the effects of decentralization on political parties in Bolivia, Colombia and Peru

Abstract: The alleged negative effect of decentralization reforms on national political parties was studied in Bolivia, Colombia and Peru. The effect was found to go both ways. Deeper causes, and not just institutions, are most relevant to the emergence or decline of political parties.
