Equalising sub-national governments’ spending needs in a developing country : the case of Tanzania

Abstract: Many countries use fiscal equalization to alleviate fiscal disparities created by decentralization. Application of a new method to estimate spending needs of local governments in developing countries shows that many Tanzanian districts are underfunded for health services.
