Local government capacity challenges in post apartheid South Africa : lessons learnt

Abstract: In South Africa, the local level is viewed as the delivery arm of the state, but currently it is characterized by inefficiency, maladministration and corruption. Capacity building should take an integrated view of the institutional, organizational, and human resource dimensions involved.
