More than you can handle : decentralization and spending ability of Peruvian municipalities

Abstract: The importance of factors known to affect the success of decentralization are examined, using the case of Peru. The main factor in spending ability was the adequacy of the budget with respect to local capacity, which confirms the need for both gradual decentralization and capacity building.
