Sensors, empowerment, and accountability : a digital earth view from east Africa

Abstract: The potential and research challenges of a “participatory sensing” platform or “human sensor web” for empowering citizens to hold local governments accountable for public services using web-published SMS or text messages are discussed, using the case of Zanzibar.
