Participatory Local Democracy

Abstract: Improvements to the Mid-Day Meal Scheme (MDMS) in India are suggested. After 17 years of operation the MDMS serves 105 million primary and upper-primary schoolchildren. In Uttar Pradesh, both community participation and local institutions remain quite weak, especially in urban schools.
