A village-up view of Sierra Leone’s civil war and reconstruction : multilayered and networked governance

Abstract: This report offers a ‘bottom-up’ review of the reconstruction of the state following a devastating civil war, using the case of Sierra Leone. In Africa, the individual state-citizen relationship is also mediated through pre-colonial rural governance systems that continue to play a crucial role.
