Does participatory budgeting in social housing give tenants real power over resources or is it simply tokenistic tenant empowerment?

Abstract: Participatory budgeting (PB) as used within social housing in UK is a new concept, but so far has very limited scope. Social housing providers have access to other budgets within their organizations, but cannot give residents more influence because of regulatory demands.
