Participatory Local Democracy

Abstract: In Brazil’s AIDS policy sector, bureaucrats have ensured the successful implementation of their policies by mobilizing civil society as government watchdogs and as political advocates. These “activist bureaucrats” form a new layer of politics in Latin America.
