The U.S. surge and Afghan local governance : lessons for transition

Abstract: The U.S. military and civilian surge into Afghanistan starting in late 2009 aimed to stabilize the country through interconnected security, governance, and development initiatives. It failed due to three fundamental assumptions with regard to local governance and government that were unrealistic.
