Active citizenship and rural women : a citizens’ voice model for emergent productive water users

Abstract: This study of a Citizens’ Voice project in the province of Limpopo, South Africa, finds that active citizenship exists, but its effectiveness is limited by the lack of engagement among women’s organizations, the lack of capacity to interact with government officials, and weak institutions.
