Free Online Course: Municipal Finances

World Bank Municipal FinancesThe application for the free online course “Municipal Finances – A Learning Program for Local Government” (March 31 2014 – May 23 2014) is now available as part of the E-Institute organized by the World Bank Institute (WBI). The training will focus on the perspective of local governments and will provide how-to instruments to improve the management and transparency of local finances.

Presently, municipal budgets cover operating costs and recurrent expenditures, but cannot sufficiently cover capital investments with low financial gains or overspending for services. Local governments have potential access to large sources of external funding, but they often don’t know how to tap these resources. In all cases, improved governance practices and enhanced accountability mechanisms are central challenges for local governments, such as public transparency of budgets, adequate public asset management, and clear monitoring of the performance of local governments.

The course will enhance knowledge and skills of local governments on municipal finances, including performance measurement, managing revenues and expenditures, local assets and services, and external resource mobilization. Target audiences include local officials, professional staff of local governments that perform functions in municipal finance, think thanks and national training institutions that support local governments, and World Bank staff (especially young professionals entering the urban network).
