Participatory Local Democracy

Abstract: This paper reviews available literature on local democratic governance in fragile settings with an emphasis on contexts marked by protracted violent conflict. Challenges to local governance in fragile settings have dimensions of state-reconstruction, decentralization, and participatory governance.
