Abstract: Based in Jakarta, UCGL-ASPAC is the biggest sections in UCLG (United Cities and Local Governments), with linkages to more than 7.000 local governments. It represents close to 4 billion people and incorporates economically fast developing countries such as China, India and Indonesia.
