Vertical and horizontal decentralization and ethnic diversity in sub-Saharan Africa

Abstract: Two types of decentralization are examined in the context of the sub-Saharan reality. In vertical decentralization, the central government is the principal, the local government is the agent. In horizontal decentralization, the community is the principal, the local government is the agent.
