Abstract: A desk study was conducted to examine regional variations across Asia, the Middle East, Latin America, the Caribbean, sub-Saharan Africa, Europe, and Eurasia. The paper includes distinctions regarding USAID decentralization/local governance strengthening efforts in fragile states.
