Introduction: Decentralising service delivery? : evidence and policy implications

Abstract: Lessons for research and policy are drawn from a number of articles. The consequences of democratic decentralisation in Africa for service delivery outcomes are largely negative. On the positive side, the extent and quality of participation are gradually increasing.
