Abstract: The Tanzania Social Action Fund (TASAF) is a US$ 60 million World Bank funded programme that is aimed to strengthen administrative efficiency, democratic decentralization and poverty reduction. One of the findings of a study is that TASAF does not seem to weaken the local administrative structure.
