School processes, local governance and community participation : understanding access

Abstract: A literature review was conducted to look into inclusion and exclusion and the processes as well as events that influence improved access to education in poor countries in sub-Saharan Africa and South Asia. Gaps in research on school governance and decentralization have been identified.
