Facilitating evidence-based and gender-responsive budgeting through the use of CBMS : lessons from pilot projects

Abstract: Community-Based Monitoring System (CBMS) is a low-cost system for collecting local data on core poverty indicators. Pilots in the Philippines and Senegal combined it with gender-responsive budgeting (GRB) to facilitate gender-responsive and participatory planning and budgeting.
