Good enough governance : poverty reduction and reform in developing countries

Abstract: This paper argues that the avenues open to countries attempting to improve bureaucratic performance are profoundly influenced by their governance contexts. This obvious point is often neglected by those using the rhetoric of ‘democratizing’ and decentralizing the bureaucracy.
