Problems and prospects of decentralization in developing countries

Abstract: This review presents a typology of decentralization reforms in developing countries and explores the ideological and rhetorical underpinnings. Problematic issues or controversies include: (1) the impact of decentralization on inequality; (2) macroeconomic stability; and (3) political accountability.
