Empowerment evaluation in regional planning and public health

Abstract: The extent to which the ten principles of empowerment evaluation (including community ownership, democratic participation, social justice, capacity building, organizational learning, and accountability) can stimulate the learning process within a planning approach to public health work is discussed.
