Abstract: This is the introductory module of the World Bank Institute’s (WBI’s) Fiscal Decentralization (FD) program. It emphasizes that fiscal decentralization is a complex issue. The legal, constitutional, and administrative frameworks in each country all have a bearing on the outcome of its application.
